ICE uses MVNOs to clear up before competition arrives

Signals Telecom News has published a great piece where they have interviewed the director of the 2nd MVNO into Costa Rica.

What happened in Costa Rica

The interesting point about the article is it shows a pre-emptive land grab of subscribers by an incumbent operator prior to the 2nd operator launching, by using MVNOs. ICE knew 2 new MNOs were going to be arriving in the market and recognised that it would lose its catch all market position. In an effort to clear up as much business as they could before the competition had a chance, ICE signed and launched 2 MVNOs. These operations went off and targeted their respective client bases being ones ICE had not fully exploited already.
